Roosevelt was born a miracle, at a very early 5 month gestation on April 4, 1940.He passed away peacefully on March 30, 2025 at Arbors of Gallipolis, Ohio.

He was preceded in death by his loving wife, Dorothy Plumley; son, Norman Plumley; his parents, Inez and Roosevelt Plumley; a brother, Ellis Plumley; and sisters, Viola Shiltz and Dianna Dare Cremeans.

He is survived by his daughter, Amanda Plumley (Mark Cummons); multiple grandchildren; great grandchildren; many nieces and nephews; and beloved friends and neighbors.

Roosevelt married Dorothy Jean Clark on December 19, 1964. He continued courting and adoring her until her passing on July 12, 2024.

Roosevelt worked for many years as a as a steelworker and also a truck driver, knowing the highways as old friends. He had the most handsome smile, an infectious laugh, gave the warmest hugs, grilled the best steaks, loved circus peanuts, and treasured his last little red car. He is fondly remembered, greatly cherished, and will be deeply missed by his loved ones.

Our family extends our heartfelt gratitude to the staff at Arbors of Gallipolis for the care, love, and kindness they provided these last few months.

In accordance with his wishes, no services are to be held. Cremation services are under the direction of Willis Funeral Home, Gallipolis, Ohio.
